I think a good way to put together a really comprehensive work like this is to determine purpose and target audience. e.g. Is the purpose to make people self-sufficient or to get through the first year of SHTF? Then get a laundry list of topics that address desired issues and whittle down to the most needed for target audience. Use authoritative sources, and add personal experiences (from a group or individual).
